About FPSA
The Federal Protective Service Association (FPSA) was founded with a singular mission: to unite and support the community that serves and surrounds the Federal Protective Service. From sworn officers and civilian employees to contractors, vendors, and the families who stand beside them, FPSA exists to foster connection, recognition, and resilience across all corners of the FPS ecosystem.
The idea for FPSA emerged from a shared desire to create a space where the contributions and sacrifices of FPS Inspectors, Special Agents, and Protective Security Officers (PSOs) could be honored, amplified, and supported.
A key catalyst for FPSA’s formation was the desire to recognize Raul “Marty” Martinez and Pat Underwood as many in the FPS family believed that their sacrifice was not appropriately recognized. The association has actively pursued memorial submissions, benefits advocacy, and family outreach to ensure these heroes are remembered and their families supported.
FPSA also aims to build bridges between FPS personnel and the broader vendor and contractor community. Through planned forums and collaborative events, the association seeks to create shared mechanisms for recognition, fundraising, and professional development. The organization’s first major fundraiser is being planned for Police Week 2026!
Beyond its operational goals, FPSA is deeply committed to cultivating a sense of belonging. Whether through social media outreach, family engagement, or partnerships, FPSA is building a network where every member of the FPS family—uniformed or civilian, active or retired—can find support, solidarity, and purpose.

Is the FPSA a 501(c)(3)?
Yes. It 501(c)(3) tax-exempt status with the IRS, which allows it to receive tax-deductible donations.
How is the FPSA governed?
The FPSA is managed by a Board of Directors consisting of upto 15 members. The board is responsible for the strategic direction and oversight of the association’s activities. Officers are elected annually and include a President, Vice President, Treasurer, and Secretary for a staggered term.
How much of donations go to administration?
None. Generous donors have committed to ensuring that the administrative costs of the foundation do not affect donations from other seeking to support the beneficiaries of the foundation.
